</subsection><subsection id="idACE7F7A3A28B49CE815CD4095241DC95"><enum>(b)</enum><header>References</header><text>Any reference in any other provision of law, regulation, document, paper, or other record of the United States to the <quote><act-name>Tropical Forest Conservation Act of 1998</act-name></quote> shall be deemed to be a reference to the <quote><short-title>Tropical Forest Conservation Reauthorization Act of 2017</short-title></quote>.</text>
</subsection></section><section id="ID3dd3f5916ab14e7daaf15719fa18828c"><enum>3.</enum><header>Protection of forests and coral reefs</header>
<subsection id="idC57A378ADB824B56BFEF6A8A42F08126"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">Section 802 of the <short-title>Tropical Forest Conservation Reauthorization Act of 2017</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/22/2431">22 U.S.C. 2431</external-xref>), as renamed by section 2(a), is amended—</text>
<paragraph id="ID77ed8995be5f4bef9bf2b9cba1d9e749"><enum>(1)</enum><text>in subsections (a)(1), (a)(6), (b)(1), (b)(3), and (b)(4), by striking <quote>tropical forests</quote> each place it appears and inserting <quote>tropical forests, non-tropical forests, and coral reef ecosystems</quote>;</text>
</paragraph><paragraph id="IDdd754af7bdbb43aa90e86b8caa496b3b"><enum>(2)</enum><text>in subsection (a)(2)(C), by striking <quote>far-flung</quote>;</text>
</paragraph><paragraph id="id3c44a9805e3e453da05bcccffa4ad0f0"><enum>(3)</enum><text>in subsection (a)(7), by striking <quote>tropical forests is critical to the protection of tropical forests</quote> and inserting <quote>tropical forests, non-tropical forests, and coral reef ecosystems is critical to the protection of such areas</quote>; and</text>

<paragraph id="idEA768BEFAB744B82A73B5669855D773A"><enum>(10)</enum><header>Coral</header><text>The term <term>coral</term> means species of the phylum Cnidaria, including—</text>
<subparagraph id="idC681492B485F4C42A2ACDEDDADD5EF1A"><enum>(A)</enum><text>all species of the orders Antipatharia (black corals), Scleractinia (stony corals), Alcyonacea (soft corals), Gorgonacea (horny corals), Stolonifera (organpipe corals and others), and Coenothecalia (blue coral), of the class Anthoza; and</text>
</subparagraph><subparagraph id="id0AAF7F412C1142F4AC570E2283B2AC6D"><enum>(B)</enum><text>all species of the order Hydrocorallina (fire corals and hydrocorals) of the class Hydrozoa.</text>
</subparagraph></paragraph><paragraph id="idF5C2F6AE8CA8496988A25DCAF4B47038"><enum>(11)</enum><header>Coral
reef</header><text>The term <term>coral reef</term> means any reef or shoal composed primarily of coral.</text>
</paragraph><paragraph id="id87E89E2478654DA1B76BDB0C4CF68CBA"><enum>(12)</enum><header>Coral reef ecosystem</header><text>The term <term>coral reef ecosystem</term> means any coral reef and any coastal marine ecosystem surrounding, or directly related to, a coral reef and important to maintaining the ecological integrity of that coral reef, such as seagrasses, mangroves, sandy seabed communities, and immediately adjacent coastal areas.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block>

of facility</header>
<subsection id="id031246D143914C52BDC14BE84C794B46"><enum>(a)</enum><header>In
general</header><text display-inline="yes-display-inline">Section 804 of the <short-title>Tropical Forest Conservation Reauthorization Act of 2017</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/22/2431b">22 U.S.C. 2431b</external-xref>), as renamed by section 2(a), is amended by striking <quote>Tropical Forest Facility</quote> and inserting <quote>Conservation Facility</quote>.</text>
</subsection><subsection id="id1F353D7EB5C24ADC94A17B63A82BF04A"><enum>(b)</enum><header>Conforming
amendments to definitions</header><text>Section 803(8) of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2431a">22 U.S.C. 2431a(8)</external-xref>) is amended—</text>

Government representation on oversight bodies for grants from
debt-for-nature
swaps and debt buybacks</header><text display-inline="no-display-inline">Section 808(a)(5) of the <short-title>Tropical Forest Conservation Reauthorization Act of 2017</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/22/2431f">22 U.S.C. 2431f(a)(5)</external-xref>), as renamed by section 2(a), is amended by adding at the end the following new subparagraph:</text>

<subparagraph commented="no" id="id95EEB98597C5483985B446834D9D1579"><enum>(C)</enum><header>United States
Government representation on the administering body</header><text display-inline="yes-display-inline">One or more individuals appointed by the United States Government may serve in an official capacity on the administering body that oversees the implementation of grants arising from a debt-for-nature swap or debt buyback regardless of whether the United States is a party to any agreement between the eligible purchaser and the government of the beneficiary country.</text></subparagraph><after-quoted-block>.</after-quoted-block></quoted-block>

agreements</header>
<subsection id="idED402E968EDF4B81819E30DF0E3B428B"><enum>(a)</enum><header>Renaming of
agreements</header><text display-inline="yes-display-inline">Section 809 of the <short-title>Tropical Forest Conservation Reauthorization Act of 2017</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/22/2431g">22 U.S.C. 2431g</external-xref>), as renamed by section 2(a), is amended—</text>
<paragraph id="idC13AC4C4A23349EE96448C9BB9AAA863"><enum>(1)</enum><text display-inline="yes-display-inline">in the section heading, by striking <quote><header-in-text level="section" style="OLC">Tropical Forest Agreement</header-in-text></quote> and inserting <quote><header-in-text level="section" style="OLC">Conservation Agreement</header-in-text></quote>; and</text>

</subsection><subsection id="ID0bf62c831f2943788890b8aeaa020057"><enum>(c)</enum><header>Role of
beneficiary countries</header><text>Such section is further amended—</text> <paragraph id="id5B01DB3DD9DC4865AA92F31485C461F1"><enum>(1)</enum><text>in subsection (e)(1)(C), by striking <quote>in exceptional circumstances, the government of the beneficiary country</quote> and inserting <quote>in limited circumstances, the government of the beneficiary country when needed to improve governance and enhance management of tropical forests, non-tropical forests, or coral reef ecosystems, without replacing existing levels of financial efforts by the government of the beneficiary country and with priority given to projects that complement grants made under subparagraphs (A) and (B)</quote>; and</text>
</paragraph><paragraph id="IDd632caf4219744988af5ce983416d0b0"><enum>(2)</enum><text>by amending subsection (f) to read as follows:</text>

general</header><text display-inline="yes-display-inline">Section 811 of the <short-title>Tropical Forest Conservation Reauthorization Act of 2017</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/22/2431i">22 U.S.C. 2431i</external-xref>), as renamed by section 2(a), is repealed.</text>
</subsection><subsection id="idBBCCF6643B52449595573BC740713F00"><enum>(b)</enum><header>Conforming
amendments</header><text>Section 803 of such Act (<external-xref legal-doc="usc" parsable-cite="usc/22/2431a">22 U.S.C. 2431a</external-xref>) is amended—</text> <paragraph id="idF5125E5DB61E4B09B6C9E6D18FCDB58E"><enum>(1)</enum><text>by striking paragraph (4); and</text>

dates of annual reports to Congress</header><text display-inline="no-display-inline">Section 813 of the <short-title>Tropical Forest Conservation Reauthorization Act of 2017</short-title> (<external-xref legal-doc="usc" parsable-cite="usc/22/2431k">22 U.S.C. 2431k</external-xref>), as renamed by section 2(a), is amended—</text>
<paragraph id="idBC8146A1CCDD4349977F8E6BEC020F78"><enum>(1)</enum><text display-inline="yes-display-inline">in subsection (a)—</text> <subparagraph id="idFA26E7FD36AF4175A15B47632D683769"><enum>(A)</enum><text display-inline="yes-display-inline">by striking <quote>(a) <header-in-text level="subsection" style="OLC">In General.—</header-in-text>Not later than December 31</quote> and inserting <quote>Not later than April 15</quote>; and</text>
</subparagraph><subparagraph id="IDe6f83049e2fb4726bb8e3e9e43b014c9"><enum>(B)</enum><text>by striking <quote>fiscal year</quote> both places it appears and inserting <quote>calendar year</quote>; and</text>

International Monetary Fund criterion for country eligibility</header><text display-inline="no-display-inline">Section 703(a)(5) of the <act-name>Foreign Assistance Act of 1961</act-name> (<external-xref legal-doc="usc" parsable-cite="usc/22/2430b">22 U.S.C. 2430b(a)(5)</external-xref>) is amended—</text>
<paragraph id="id4ADEB18842584E0C8C961FD2F6959CD3"><enum>(1)</enum><text display-inline="yes-display-inline">by striking <quote>or, as appropriate in exceptional circumstances,</quote> and inserting <quote>or</quote>;</text>
</paragraph><paragraph id="ID5dd55705db9347bfb9f12cabd463017a"><enum>(2)</enum><text>in subparagraph (A)—</text>
