<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1031</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210325">March 25, 2021</action-date><action-desc><sponsor name-id="S415">Mr. Warnock</sponsor> introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSVA00">Committee on Veterans' Affairs</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To require the Comptroller General of the United States to conduct a study on disparities associated with race and ethnicity with respect to certain benefits administered by the Secretary of Veterans Affairs, and for other purposes. </official-title></form><legis-body><section id="S1" section-type="section-one"><enum>1.</enum><header>Government Accountability Office study on disparities associated with race and ethnicity with respect to certain benefits administered by the Secretary of Veterans Affairs</header><subsection id="id4C26906A3B594E73B97FACE5C576E522"><enum>(a)</enum><header>Study required</header><text>The Comptroller General of the United States shall conduct a study— </text><paragraph id="idB5F3DEEB08D84332AC22B2A7194D68D8"><enum>(1)</enum><text>to assess whether there are disparities associated with race and ethnicity with respect to—</text><subparagraph id="idBE002BE4BF55411AA3F27561CDE778A4"><enum>(A)</enum><text>compensation benefits administered by the Secretary of Veterans Affairs; </text></subparagraph><subparagraph id="id100909D3D6E5466E8E2E8157FA397522"><enum>(B)</enum><text>disability ratings determined by the Secretary, with specific consideration of disability evaluations based on pain; and </text></subparagraph><subparagraph id="id8BB765C0FF2E4EE199E963E41B1B1EE6"><enum>(C)</enum><text>the rejection of fully developed claims for benefits under laws administered by the Secretary; and</text></subparagraph></paragraph><paragraph id="id719D79D2404749B5B72412CD16C8F0DF"><enum>(2)</enum><text>to develop recommendations to facilitate better data collection on the disparities described in paragraph (1). </text></paragraph></subsection><subsection id="id2B80D3ECE0B8406897A1ADCD99E8CF1C"><enum>(b)</enum><header>Initial briefing</header><text>Not later than one year after the date of the enactment of this Act, the Comptroller General shall brief Congress on the initial results of the study conducted under subsection (a).</text></subsection><subsection id="id5F091DEE560E4B13993C533F87EF51E4"><enum>(c)</enum><header>Final report</header><text>Not later than 240 days after the date on which the briefing required by subsection (b) is conducted, the Comptroller General shall submit to Congress a final report setting forth the results of the study conducted under subsection (a), including the recommendations developed under paragraph (2) of such subsection.</text></subsection></section></legis-body></bill>
