<distribution-code display="yes">II</distribution-code><congress>117th CONGRESS</congress><session>1st Session</session><legis-num>S. 1011</legis-num><current-chamber>IN THE SENATE OF THE UNITED STATES</current-chamber><action><action-date date="20210325">March 25, 2021</action-date><action-desc><sponsor name-id="S355">Mr. Cruz</sponsor> (for himself, <cosponsor name-id="S236">Mr. Inhofe</cosponsor>, <cosponsor name-id="S372">Mrs. Capito</cosponsor>, <cosponsor name-id="S389">Mr. Kennedy</cosponsor>, and <cosponsor name-id="S398">Mr. Cramer</cosponsor>) introduced the following bill; which was read twice and referred to the <committee-name committee-id="SSEG00">Committee on Energy and Natural Resources</committee-name></action-desc></action><legis-type>A BILL</legis-type><official-title>To amend the Natural Gas Act to provide for expanded natural gas exports.</official-title></form><legis-body display-enacting-clause="yes-display-enacting-clause"><section section-type="section-one" id="S1"><enum>1.</enum><header>Short title</header><text display-inline="no-display-inline">This Act may be cited as the <quote><short-title>Natural Gas Export Expansion Act</short-title></quote>.</text></section><section id="id0178C74C07C94112B8D3C8645CBA5453"><enum>2.</enum><header>Natural gas exports</header><subsection id="id50B305EB3E294E4CA60A762C6132A629"><enum>(a)</enum><header>Finding</header><text>Congress finds that expanding natural gas exports will lead to increased investment and development of domestic supplies of natural gas that will contribute to job growth and economic development.</text></subsection><subsection id="id7D153AC07E2346A48459AEC2F985E657"><enum>(b)</enum><header>Natural gas exports</header><text display-inline="yes-display-inline">Section 3(c) of the Natural Gas Act (<external-xref legal-doc="usc" parsable-cite="usc/15/717b">15 U.S.C. 717b(c)</external-xref>) is amended—</text><paragraph id="id63521CB242F3472BA5AB64F9B5910250"><enum>(1)</enum><text>by inserting <quote>or any other nation not excluded by this section</quote> after <quote>trade in natural gas</quote>;</text></paragraph><paragraph id="idA1F8097CD5A24F7D95B182AB5DD0EC99"><enum>(2)</enum><text>by striking <quote>(c) For purposes</quote> and inserting the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="idF02A50E9FB004D698BB0F17BD359122D"><subsection id="id6897D6E19B674C0C9A9A990284BE50C8"><enum>(c)</enum><header>Expedited application and approval process</header><paragraph id="idA6201668E0E741488738870F506D131F"><enum>(1)</enum><header>In general</header><text>For purposes</text></paragraph></subsection><after-quoted-block>; and</after-quoted-block></quoted-block></paragraph><paragraph id="id897DE57B0AE24F32873AB08C604AE14B"><enum>(3)</enum><text>by adding at the end the following:</text><quoted-block style="OLC" display-inline="no-display-inline" id="id5CE4C02853B048FA8742C3C3785A5879"><paragraph id="id31491EC578A4455AA28E2472C4A9469E"><enum>(2)</enum><header>Exclusions</header><subparagraph id="idB1C5A5F4F28642E39E49CC60010E2915"><enum>(A)</enum><header>In general</header><text>Any nation subject to sanctions or trade restrictions imposed by the United States is excluded from expedited approval under paragraph (1).</text></subparagraph><subparagraph id="idA029CF3C32184E8080DA6D7B41A03D96"><enum>(B)</enum><header>Designation by President or Congress</header><text>The President or Congress may designate nations that may be excluded from expedited approval under paragraph (1) for reasons of national security.</text></subparagraph></paragraph><paragraph id="idD34A39C6EBE94186BAE353E931BDF2A2"><enum>(3)</enum><header>Order not required</header><text>No order is required under subsection (a) to authorize the export or import of any natural gas to or from Canada or Mexico.</text></paragraph><after-quoted-block>.</after-quoted-block></quoted-block></paragraph></subsection></section></legis-body></bill> |
