Protection of Tribal treaty rights.</toc-entry></toc></subsection></section><section id="idCC9620AAA7D24BFAAC505BECCA572CB5"><enum>2.</enum><header>Definitions</header><text display-inline="no-display-inline">In this Act:</text><paragraph id="id65bb40b18f694bb59047790b670939e7"><enum>(1)</enum><header>District</header><text>The term <term>District</term> means the Seeley Lake Ranger District of the Lolo National Forest.</text></paragraph><paragraph id="idCD28AFCA68204BB1AA62A5A7B3D41416"><enum>(2)</enum><header>Map</header><text>The term <term>Map</term> means the map entitled <quote>Bob Marshall, Mission Mountains, Spread Mountain, and Scapegoat Wilderness Additions and Otatsy Recreation Management Area</quote> and dated February 22, 2017.</text></paragraph><paragraph id="ide28d4f5b7ffa4ce0aa803e2fb0da0d1b"><enum>(3)</enum><header>Secretary</header><text>The term <term>Secretary</term> means the Secretary of Agriculture.</text></paragraph><paragraph commented="no" display-inline="no-display-inline" id="id2afee9b7408c4aebacad090f9997291f"><enum>(4)</enum><header>State</header><text>The term <term>State</term> means the State of Montana.</text></paragraph></section><title id="idED408C63CB6B4915A4A796C2821F4D67"><enum>I</enum><header>Forest restoration</header><section id="id39be20b2fa5246e2acfd52c47ca016aa"><enum>101.</enum><header>Landscape assessment</header><subsection id="id257570bd019c48feb57bf9b734443222"><enum>(a)</enum><header>Landscape assessment</header><text>Not later than 3 years after the date of enactment of this Act, the Secretary, in collaboration with interested parties, shall complete a landscape assessment of the District.</text></subsection><subsection id="id848c6c39fbce42d5a02fd2e0f397c458"><enum>(b)</enum><header>Required components</header><text>The landscape assessment under subsection (a) shall—</text><paragraph id="id5f3c598ec9354763ae978be3ad05568f"><enum>(1)</enum><text>assess the ecological condition of forests and watersheds within the District; and</text></paragraph><paragraph id="id8f371f04d48e4921ac49450028a4822a"><enum>(2)</enum><text>identify restoration actions needed to facilitate ecosystem sustainability, resilience, and health by assisting in the recovery of forest ecosystems within the District.</text></paragraph></subsection><subsection id="id043fdfd5284f45d1be56dcc7b0145c6d"><enum>(c)</enum><header>Use of existing assessments</header><text>The Secretary may fulfill the requirement under subsection (a) through the use of any landscape assessment being carried out as of the date of enactment of this Act that contains the components required under subsection (b).</text></subsection><subsection id="ida7584729fec8475ab783f7b0c7db2164"><enum>(d)</enum><header>Restoration schedule</header><text>As soon as practicable after the completion of the landscape assessment under subsection (a), the Secretary, in collaboration with interested parties, shall develop for the District a 10-year schedule of restoration projects.</text></subsection></section><section id="idd7e022f38cfd41c2b5e32c265798536b"><enum>102.</enum><header>Environmental review of collaboratively developed restoration projects</header><subsection id="id8664c9549b654086963620e94d58e8b5"><enum>(a)</enum><header>Definition of collaboratively developed restoration project</header><text>In this section, the term <term>collaboratively developed restoration project</term> means an activity or set of activities that fulfills the eligibility requirements of the Collaborative Forest Landscape Restoration Program under section 4003(b) of <external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref> (<external-xref legal-doc="usc" parsable-cite="usc/16/7303">16 U.S.C. 7303(b)</external-xref>).</text></subsection><subsection id="idfedab3e5886c468d95875982517350c9"><enum>(b)</enum><header>Environmental review</header><text>A collaboratively developed restoration project within the District may be carried out in accordance with the provisions applicable to hazardous fuel reduction projects under sections 104, 105, and 106 of the Healthy Forests Restoration Act of 2003 (<external-xref legal-doc="usc" parsable-cite="usc/16/6514">16 U.S.C. 6514–6516</external-xref>).</text></subsection><subsection id="id39e3e7051a8a4df78c71fe6870fe1eeb"><enum>(c)</enum><header>Objector meeting</header><text>In accordance with section 218.11 of title 36, Code of Federal Regulations (as in effect on the date of enactment of this Act), the Secretary may request a meeting with an objector to any collaboratively developed restoration project within the District.</text></subsection></section></title><title id="id8AC717C0BE3647CB9C1A255D7512DBB4"><enum>II</enum><header>Recreation</header><section id="id04e85328f2d64d2e9836a42b8a81fff6"><enum>201.</enum><header>Otatsy Recreation Management Area</header><subsection id="id490df9643b214aeb8cd3cbecaaacc44e"><enum>(a)</enum><header>Establishment</header><text>Subject to valid existing rights, certain Federal land in the Lolo National Forest comprising approximately 2,013 acres, as generally depicted on the Map, is designated as the <quote>Otatsy Recreation Management Area</quote> (referred to in this section as the <term>recreation management area</term>).</text></subsection><subsection id="id3a45f74705ec46bba65a46c25f803adf"><enum>(b)</enum><header>Management</header><text>The Secretary shall manage the recreation management area in accordance with—</text><paragraph id="id4ae4939883424a9fada5f6ca5a6953e3"><enum>(1)</enum><text>this section, to conserve, protect, and enhance the scenic, fish and wildlife, recreational, backcountry heritage, and other natural resource values of the recreation management area; and</text></paragraph><paragraph id="id12c17d870bd940728ad2c0c247296a12"><enum>(2)</enum><text>any laws (including regulations) relating to the National Forest System.</text></paragraph></subsection><subsection id="id54801ecbb9164dfaa4b7d6136b782949"><enum>(c)</enum><header>Prohibitions</header><text>Except as provided in subsections (d) and (e), the following shall be prohibited on Federal land within the recreation management area:</text><paragraph id="id7e1d374e12254fde8ec91839eb665a4e"><enum>(1)</enum><text>Permanent roads.</text></paragraph><paragraph id="id4c0d1e95fc0f4663a1c0eb4b79da85ca"><enum>(2)</enum><text>Timber harvest.</text></paragraph><paragraph id="iddb2340ee9b5b4f618e0fb9f72ecce155"><enum>(3)</enum><text>Except as necessary to provide for snowmobile use, to meet the minimum requirements for the administration of the recreation management area, and to protect public health and safety—</text><subparagraph id="id228f687830124e4e89ca3ab8edd5a2aa"><enum>(A)</enum><text>the use of motorized and mechanized vehicles; and</text></subparagraph><subparagraph id="idaa25b8c364384b078492683ef27e0a10"><enum>(B)</enum><text>the establishment of temporary roads.</text></subparagraph></paragraph></subsection><subsection id="id6143c784dedc4daf97892111cff38c7f"><enum>(d)</enum><header>Use of snowmobiles</header><text>The use of snowmobiles shall be allowed within the recreation management area—</text><paragraph id="id83c426098fe54bf3891de614e4f3878a"><enum>(1)</enum><text>between December 1 and April 1;</text></paragraph><paragraph id="id6899ac2087564cc3afe1ea1e9c100833"><enum>(2)</enum><text>during periods of adequate snow cover, as determined by the Secretary; and</text></paragraph><paragraph id="iddb0ce3249f4543caad25946cf71350a5"><enum>(3)</enum><text>subject to such terms and conditions as the Secretary determines to be necessary.</text></paragraph></subsection><subsection id="id7b69c519fea447d59a27579e5165e6fe"><enum>(e)</enum><header>Wildfire, insect, and disease management</header><text>In accordance with this section, the Secretary may carry out any measures in the recreation management area that the Secretary determines to be necessary to control fire, insects, and diseases, including, as the Secretary determines to be appropriate, the coordination of those activities with a State or local agency.</text></subsection><subsection id="idf916b862c6a740f0a5cd4afd873bd489"><enum>(f)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the recreation management area (including any Federal land acquired after the date of enactment of this Act for inclusion in the recreation management area) is withdrawn from all forms of—</text><paragraph id="id1bcbbdc70d0d4adf83d0eb7f4e790c53"><enum>(1)</enum><text>entry, appropriation, or disposal under the public land laws;</text></paragraph><paragraph id="id1a2ca73866be4b0b89b59bcf34c33e5e"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="idc43ea4cb8c034ce98b15a9fdd7f1dced"><enum>(3)</enum><text>disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.</text></paragraph></subsection></section><section id="id9851254f839d4bc29956bec714e3cd37"><enum>202.</enum><header>Spread Mountain Recreation Area</header><subsection id="id7b185a0a268744b2808e924a9ff7ad1a"><enum>(a)</enum><header>Establishment</header><text>Subject to valid existing rights, certain Federal land in the Lolo National Forest, comprising approximately 3,835 acres, as generally depicted on the Map, is designated as the <quote>Spread Mountain Recreation Area</quote> (referred to in this section as the <term>recreation area</term>).</text></subsection><subsection id="idd3871ec7c1e847a2bb8dac760d8ac99b"><enum>(b)</enum><header>Management</header><text>The Secretary shall manage the recreation area in accordance with—</text><paragraph id="id0807c9cc1b7e42c191aef6ad16cff433"><enum>(1)</enum><text>this section, to conserve, protect, and enhance the scenic, fish and wildlife, recreational, backcountry heritage, and other natural resource values of the recreation area; and</text></paragraph><paragraph id="idd15b99ebfe8e4996961b0586e6caef47"><enum>(2)</enum><text>any laws (including regulations) relating to the National Forest System.</text></paragraph></subsection><subsection id="id14ffdf1280f94d2e8c5cba0717d66887"><enum>(c)</enum><header>Prohibitions</header><text>Except as provided in subsection (e), the following shall be prohibited on the Federal land within the recreation area:</text><paragraph id="idf91bec3d01bd404bb5a3d16c29a4e4ed"><enum>(1)</enum><text>Permanent roads.</text></paragraph><paragraph id="id4e5576deb5054e28ab087721c1716935"><enum>(2)</enum><text>Timber harvest.</text></paragraph><paragraph id="idc386fad0cdbe479e8fd1061b10e4277b"><enum>(3)</enum><text>Except as necessary to meet the minimum requirements for the administration of the recreation area and to protect public health and safety—</text><subparagraph id="id78676ef580414e64844ac741ba5a45cd"><enum>(A)</enum><text>the use of motorized vehicles; and</text></subparagraph><subparagraph id="id79e18f60a67548eea959ecf4c3b726e9"><enum>(B)</enum><text>the establishment of temporary roads.</text></subparagraph></paragraph></subsection><subsection id="id52019a129c4741229b59fd40ad97c97e"><enum>(d)</enum><header>Mechanized vehicles, pedestrians, and horse travel</header><text>Nothing in this section prohibits—</text><paragraph id="id98b984141b7c43498a9d15dfd6c2bcfb"><enum>(1)</enum><text>the use of mechanized vehicles, access by pedestrians, or horse travel within the recreation area; or</text></paragraph><paragraph id="id7f463c9e161f4830893a670b5755d8af"><enum>(2)</enum><text>the construction of trails for use by mechanized vehicles, pedestrians, and horse travel within the recreation area.</text></paragraph></subsection><subsection id="idfc8f519411ec481a9066d7132215f8bb"><enum>(e)</enum><header>Wildfire, insect, and disease management</header><text>In accordance with this section, the Secretary may take any measures in the recreation area that the Secretary determines to be necessary to control fire, insects, and diseases, including, as the Secretary determines to be appropriate, the coordination of those activities with a State or local agency.</text></subsection><subsection id="idc2caec14e4eb4f5e87b6d3b23598986e"><enum>(f)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the recreation area (including any Federal land acquired after the date of enactment of this Act for inclusion in the recreation area) is withdrawn from all forms of—</text><paragraph id="id5b22d7fe0161497d9723d4d5fd59070b"><enum>(1)</enum><text>entry, appropriation, or disposal under the public land laws;</text></paragraph><paragraph id="id32c527e4915848648eb7c66c169b76b4"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="id518e12141add4e34ad51c274db0f862f"><enum>(3)</enum><text>disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.</text></paragraph></subsection></section><section id="id7eba70a4cb384d3291f54dc45d4390c8"><enum>203.</enum><header>Trail-based recreation</header><subsection id="id2c87af3e46a947ae87f238034d69ee16"><enum>(a)</enum><header>Definition of collaboratively developed</header><text>In this section, the term <term>collaboratively developed</term> means a proposal that is developed and implemented through a collaborative process that—</text><paragraph id="id40525e652876453eab904b72993fc823"><enum>(1)</enum><text>includes multiple interested persons representing diverse interests; and</text></paragraph><paragraph id="idee0afcb8a2a84bf38b75dc112c0c6fdf"><enum>(2)</enum><text>is transparent and nonexclusive.</text></paragraph></subsection><subsection id="id6b35c61fb6ff48889a0e7b12e3fee963"><enum>(b)</enum><header>Expanded trail recreation opportunities</header><paragraph id="id0007c622cad542c4985e2fe9532a28e2"><enum>(1)</enum><header>In general</header><text>If a local collaborative group submits to the Secretary, by not later than 5 years after the date of enactment of this Act, a collaboratively developed proposal to improve motorized and nonmotorized recreational trail opportunities within the District, the Secretary—</text><subparagraph id="id0384fad5578748debb3561820a9deabe"><enum>(A)</enum><text>shall analyze the proposal in accordance with the National Environmental Policy Act of 1969 (<external-xref legal-doc="usc" parsable-cite="usc/42/4321">42 U.S.C. 4321 et seq.</external-xref>); and</text></subparagraph><subparagraph id="id8128089f95f3435fb3a8713992b7b90d"><enum>(B)</enum><text>subject to appropriations, and in accordance with subsection (d), may provide for the construction of any of the routes included in the proposal.</text></subparagraph></paragraph><paragraph id="id0aeb3ac3c84844a9a16343207080b8eb"><enum>(2)</enum><header>Priority</header><text>In completing the analysis required by paragraph (1)(A), in accordance with subsection (d), the Secretary shall give priority to expanding motorized and nonmotorized recreational trail opportunities within the District that are in the public interest.</text></paragraph><paragraph id="idbb7d3a45446740f8b1c9da4bc7c04b8e"><enum>(3)</enum><header>Deadline</header><text>The Secretary shall complete the analysis required by paragraph (1)(A) by not later than 3 years after the date on which the Secretary receives the applicable collaboratively developed proposal.</text></paragraph></subsection><subsection id="ida79f6facc8914696bd394963fcfe4795"><enum>(c)</enum><header>Use of volunteer services and contributions</header><text>The Secretary may accept volunteer services and contributions from non-Federal sources to construct and maintain recreational trails under this section.</text></subsection><subsection id="id0badeff918064813b87e9ca5a66948a0"><enum>(d)</enum><header>Compliance</header><text>In carrying out this section, the Secretary shall comply with—</text><paragraph id="id405ed96acb0d4e4889b9d51a60d6a988"><enum>(1)</enum><text>each provision of law (including regulations) that is generally applicable to the National Forest System; and</text></paragraph><paragraph id="ida61585c42ca2470b9c1d9df1a6c686d5"><enum>(2)</enum><text>this Act.</text></paragraph></subsection><subsection id="id5af85abc220c47fba5451cffba494bc4"><enum>(e)</enum><header>Effect of section</header><text>Nothing in this section affects the ownership or management of, or any other right relating to, any non-Federal land (including any interest in non-Federal land).</text></subsection></section></title><title id="id33C11C63D4554117A34EC112665ECE58"><enum>III</enum><header>Conservation</header><section id="ida00e0b7a1a43433785bf2ec5ddef04b3"><enum>301.</enum><header>Designation of wilderness areas</header><text display-inline="no-display-inline">In furtherance of the purposes of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), and subject to valid existing rights, the following areas in the State are designated as wilderness areas and as components of the National Wilderness Preservation System:</text><paragraph id="idcb32ba6355f24355a29e49aca07485b1"><enum>(1)</enum><header>Bob Marshall Wilderness additions</header><text>Certain land in the Lolo National Forest, comprising approximately 39,422 acres generally depicted as the <quote>North Fork Blackfoot-Monture Creek Addition (Bob Marshall Addition)</quote> and approximately 7,784 acres generally depicted as the <quote>Grizzly Basin of the Swan Range Addition</quote> on the Map, is incorporated in, and shall be considered to be a part of, the Bob Marshall Wilderness.</text></paragraph><paragraph id="id3ad436aec9f64afd9a94bd40bdde1c45"><enum>(2)</enum><header>Mission Mountains Wilderness addition</header><text>Certain land in the Lolo National Forest, comprising approximately 4,462 acres generally depicted as the <quote>West Fork Clearwater Addition</quote> on the Map, is incorporated in, and shall be considered to be a part of, the Mission Mountains Wilderness designated by <external-xref legal-doc="public-law" parsable-cite="pl/93/632">Public Law 93–632</external-xref> (88 Stat. 2153).</text></paragraph><paragraph id="idc68211ce96574b3797e5e93680db7e0d"><enum>(3)</enum><header>Scapegoat Wilderness additions</header><text>Certain land in the Lolo National Forest, comprising approximately 27,392 acres generally depicted as the <quote>North Fork Blackfoot-Monture Creek Addition (Scapegoat Addition)</quote> on the Map, is incorporated in, and shall be considered to be a part of, the Scapegoat Wilderness designated by <external-xref legal-doc="public-law" parsable-cite="pl/92/395">Public Law 92–395</external-xref> (86 Stat. 578).</text></paragraph></section><section id="id67570252a9b0493b8b6bfc3139191196"><enum>302.</enum><header>Administration of wilderness areas</header><subsection id="id74cb9c70c18247cb972f1b71438dd0f8"><enum>(a)</enum><header>Management</header><text>Subject to valid existing rights, each wilderness addition designated by section 301 shall be administered by the Secretary in accordance with the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), except that any reference in that Act to the effective date of the Act shall be considered to be a reference to the date of enactment of this Act.</text></subsection><subsection id="id408e82ec7e89421698f63b102568f41c"><enum>(b)</enum><header>Incorporation of acquired land and interests</header><text>Any land within the boundary of a wilderness area designated by section 301 that is acquired by the United States shall—</text><paragraph id="id3f1fddd8080a4ebbbc4b5f4e6f3914eb"><enum>(1)</enum><text>become part of the wilderness area in which the land is located;</text></paragraph><paragraph id="id4962f25df3d64bc5ab91172ba71fbc50"><enum>(2)</enum><text>be withdrawn in accordance with subsection (c); and</text></paragraph><paragraph id="id3565e8825051427c9f6bbc092c8a3c0b"><enum>(3)</enum><text>be managed in accordance with this section, the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1131">16 U.S.C. 1131 et seq.</external-xref>), and any other applicable law.</text></paragraph></subsection><subsection id="idf82698bf7a21487380d5f2c95bca4ecb"><enum>(c)</enum><header>Withdrawal</header><text>Subject to valid existing rights, the Federal land designated as wilderness by section 301 is withdrawn from all forms of—</text><paragraph id="id5a94b670ebce44c5bf8127bbd19fb5a0"><enum>(1)</enum><text>entry, appropriation, or disposal under the public land laws;</text></paragraph><paragraph id="id3ce2b34476c4455595d41c123c37bc22"><enum>(2)</enum><text>location, entry, and patent under the mining laws; and</text></paragraph><paragraph id="id994e47b45df3495494e30aa2c00dbbe4"><enum>(3)</enum><text>disposition under all laws pertaining to mineral and geothermal leasing or mineral materials.</text></paragraph></subsection><subsection id="id8DA85E097E78466AB9CCB500303DA264"><enum>(d)</enum><header>Wildfire, insect, and disease management</header><text>In accordance with section 4(d)(1) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(1)</external-xref>), the Secretary may carry out any measures in the wilderness additions designated by section 301 that the Secretary determines to be necessary to control fire, insects, and diseases, including, as the Secretary determines to be appropriate, the coordination of those activities with a State or local agency.</text></subsection><subsection id="id8e25b87794ae436eb73fc1c76bc1730e"><enum>(e)</enum><header>Access to private land</header><text>In accordance with section 5(a) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1134">16 U.S.C. 1134(a)</external-xref>), the Secretary shall provide to any owner of private land within the boundary of a wilderness addition designated by section 301 access to the private land.</text></subsection><subsection id="idedac45381d2948cf8404bbc06ec74f7f"><enum>(f)</enum><header>Fish and wildlife</header><text>Nothing in this title affects the jurisdiction or responsibilities of the State with respect to fish and wildlife, including the regulation of hunting, fishing, and trapping.</text></subsection><subsection id="idc3eb813699084e40872ef26ff0ae43fc"><enum>(g)</enum><header>Snow sensors and stream gauges</header><text>Nothing in this title prevents the installation or maintenance of hydrological, meteorological, or climatological instrumentation in a wilderness addition designated by section 301, if the Secretary determines that the installation or maintenance of the instrumentation is necessary to advance the scientific, educational, or conservation purposes of the wilderness area.</text></subsection><subsection id="idfdf82f5f5a21433d9c785d41978ec290"><enum>(h)</enum><header>Livestock</header><text>The grazing of livestock in the wilderness additions established by section 301, if established before the date of enactment of this Act, shall be allowed to continue, subject to such reasonable regulations, policies, and practices as the Secretary determines to be necessary, in accordance with—</text><paragraph id="id79c6c5003dda4a78b0f3dd956b3a716b"><enum>(1)</enum><text>section 4(d)(4) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(4)</external-xref>); and</text></paragraph><paragraph id="id031959e8ed49419293a3beee76cc18e6"><enum>(2)</enum><text>the guidelines described in House Report 96–617 to accompany H.R. 5487 of the 96th Congress.</text></paragraph></subsection><subsection id="id30df5befd0c048798b31ac1d322d7812"><enum>(i)</enum><header>Outfitting and guide activities</header><paragraph id="idf77efa9e89de4719a66e39de60ba2a5b"><enum>(1)</enum><header>In general</header><text>In accordance with section 4(d)(5) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(5)</external-xref>), commercial services (including authorized outfitting and guide activities) within the wilderness additions designated by section 301 may be authorized to the extent necessary for activities that fulfill the recreational or other wilderness purposes of the wilderness areas, in accordance with section 1503(b)(6) of <external-xref legal-doc="public-law" parsable-cite="pl/111/11">Public Law 111–11</external-xref> (123 Stat. 1035).</text></paragraph><paragraph id="id4b03f7fad33a4378bcd1255af7c260c7"><enum>(2)</enum><header>Effect</header><text>Nothing in this title requires the Secretary to modify any permit in effect as of the date of enactment of this Act to provide outfitting and guide services within the wilderness additions designated by section 301 on a determination by the Secretary that the activities are in compliance with section 4(d)(5) of the Wilderness Act (<external-xref legal-doc="usc" parsable-cite="usc/16/1133">16 U.S.C. 1133(d)(5)</external-xref>).</text></paragraph></subsection><subsection id="id83990306674b4cb6b93778da54a40be6"><enum>(j)</enum><header>Adjacent management</header><paragraph id="id92eb3870ee9c43a39512e4250cb936e2"><enum>(1)</enum><header>In general</header><text>The designation of a wilderness addition by section 301 shall not create any protective perimeter or buffer zone around the wilderness area.</text></paragraph><paragraph id="id3acc575e09064c8f9000a3c77b33b314"><enum>(2)</enum><header>Nonwilderness activities</header><text>The fact that a nonwilderness activity or use can be seen or heard from an area within a wilderness addition designated by section 301 shall not preclude the conduct of the activity or use outside the boundary of the wilderness area.</text></paragraph></subsection></section><section id="id4c4db623a40746f3a44e9dceaa6844a4"><enum>303.</enum><header>Maps and legal descriptions</header><subsection id="id389c87ef65204d46be40b5ddf673ece0"><enum>(a)</enum><header>In general</header><text>As soon as practicable after the date of enactment of this Act, the Secretary shall file a map and a legal description of—</text><paragraph id="id7255fc68702742b5abd3bdb18a7c30cb"><enum>(1)</enum><text>the Otatsy Recreation Management Area established by section 201(a);</text></paragraph><paragraph id="id3773a145a49645969fa2866b6600791f"><enum>(2)</enum><text>the Spread Mountain Recreation Area established by section 202(a); and</text></paragraph><paragraph id="idac732bc1afad4162b5cceb06b3cd5609"><enum>(3)</enum><text>each wilderness addition designated by section 301.</text></paragraph></subsection><subsection id="id8eb9e3aa984349debddb8d6e459b8a02"><enum>(b)</enum><header>Submission</header><text>The Secretary shall submit the maps and legal descriptions prepared under subsection (a) to—</text><paragraph id="id7aeeef52747b4037abccbb5964d08a5e"><enum>(1)</enum><text>the Committee on Energy and Natural Resources of the Senate; and</text></paragraph><paragraph id="id0771912ab2be4eb686dde8a78cbf50ba"><enum>(2)</enum><text>the Committee on Natural Resources of the House of Representatives.</text></paragraph></subsection><subsection id="ida8a1bd99352e4ffd86e9ce39ca310e09"><enum>(c)</enum><header>Force of law</header><text>The maps and legal descriptions filed under subsection (b) shall have the same force and effect as if included in this title, except that the Secretary may correct any typographical errors in the maps or legal descriptions.</text></subsection><subsection id="id4e67b20fd66e4a3ba86adb7f4a3d2b32"><enum>(d)</enum><header>Public availability</header><text>Each map and legal description filed under subsection (b) shall be on file and available for public inspection in the appropriate offices of the Forest Service and the Bureau of Land Management.</text></subsection></section></title><title id="idE8E5A53ED9E7454E9A138A93E98A0F5D" style="OLC"><enum>IV</enum><header>Effect</header><section id="idEF216FE7ADE74352B8624AF4153080AA"><enum>401.</enum><header>Protection of Tribal treaty rights</header><text display-inline="no-display-inline">Nothing in this Act alters, modifies, enlarges, diminishes, or abrogates the treaty rights of any Indian Tribe.</text></section></title></legis-body><endorsement><action-date>January 9, 2024</action-date><action-desc>Reported without amendment</action-desc></endorsement></bill>
